American democracy is at a breaking point. Across the country, voters increasingly find themselves throwing up their hands and turning away from a failing political system. Hyper-partisanship has become entrenched. Fewer than one in ten House races is competitive, and 97% of incumbents cruise to reelection: for most voters, the outcome was settled before a single ballot was cast. Little wonder that politicians feel little pressure to deliver legislative results. Public trust in democratic institutions continues to erode as more and more voters tune out.
But the problem isn’t the politicians. It’s the rules. U.S. elections are distorted by single-winner, winner-take-all districts. A party can win 45% of the vote in districts across a state yet it wins no power. The Supreme Court’s evisceration of the Voting Rights Act has made things much worse: voters in communities of color are being carved up and packed into districts engineered to drown out their voices, and the court has triggered a redistricting death spiral. The need for structural reform has never been more urgent.
There is a fix, and most of the world already uses it: proportional representation. The idea is simple––districts elect several members, and a party that wins a third of the votes wins about a third of the seats. It breaks the two-party monopoly, makes every district competitive, eliminates partisan gerrymandering, and reduces polarization.
The Proportional Representation Hub has launched to help build the next chapter of American democracy. We have raised more than $70 million to lead a campaign to advance proportional representation at the local, state, and federal levels and build a government that delivers again. Proportional representation is the best path to create a democracy that better reflects the diversity of the American people, and the best path to end the redistricting wars.
This work is ambitious: forging unlikely coalitions, winning new legislation and ballot measures, changing public narratives, and developing innovative political strategies. Above all, it demands a cross-partisan movement big enough to persuade the huge majority of Americans who say the political system no longer works for them that our democracy can work far better than it does today.

Position Summary
The Vice President of Political Strategy & Outreach serves as the organization’s senior political relationship strategist and coalition builder, responsible for organizing partners and leaders to action in support of our campaigns while growing the movement behind proportional representation.
This leader will cultivate the political support, organizational partnerships, and strategic alliances necessary to advance proportional representation across the country. This role focuses on building external relationships and coalitions necessary to propel both the federal and state campaigns to victory.
This role is responsible for building the ecosystem that enables those campaigns to succeed; bringing together civil rights organizations, labor unions, democracy reform organizations, policymakers, right-of-center constituencies, philanthropic partners, campaign organizations, and other influential stakeholders into durable coalitions capable of winning transformational reform.
This executive will serve as one of the movement’s principal ambassadors, helping position proportional representation as one of the defining democracy reforms of the coming decade. The Vice President of Political Strategy and Outreach will serve as a member of the organization’s Senior Leadership Team.
This is a role for a senior strategist, movement builder, and campaign leader who understands how to translate ambitious ideas into real-world political victories.
What You’ll Lead
National Coalition Building
- Develop and execute a national political engagement strategy that dramatically expands support for proportional representation.
- Build and maintain trusted relationships with nonprofit and political stakeholders and policymakers interested in advancing structural democracy reform and proportional representation at both the state and federal levels.
- Identify opportunities to bring new sectors, constituencies, and unlikely allies into the movement.
Political Strategy & Stakeholder Engagement
- Develop strategies and design engagement plans for securing endorsements, institutional support, and public commitments from a diverse range of influential organizations and political leaders, with a primary focus on the ecosystem around elected officials/campaigns rather than the electeds/campaigns themselves.
- Serve as a senior strategist on coalition dynamics, stakeholder management, and political strategy.
- Represent the organization with senior political leaders, coalition partners, donors, and public audiences, as well as through speaking engagements, conferences, and media opportunities.
- Lead the day-to-day execution of the organization’s strategy around key political moments, elections, national conventions, and respond to rapidly changing political opportunities.
Growing the Movement & Building the Field
- Create and execute strategies to grow the movement for proportional representation nationwide.
- Bring together organizations across the democracy ecosystem to coordinate on campaigns, share learning, and strengthen collaboration. Design and host national convenings, state strategy meetings, and leadership summits that build alignment across the field.
- Foster a culture of collaboration across diverse partners with differing priorities, on both the left and right sides of the political spectrum, while maintaining alignment around shared objectives.
- Partner with congressional and caucus leadership, campaign committees and allied political organizations to advance long-term support for reform.
- Engage leading constitutional scholars, election law experts, and policy leaders to strengthen the campaign’s strategic foundation.
Supporting Campaign Success
- Partner closely with campaign leads to ensure campaign efforts are supported by strong political coalitions and stakeholder engagement.
- Recruit influential validators, partner organizations, and local champions for campaign efforts.
- Ensure political outreach, field building, and movement infrastructure evolve alongside campaign expansion.
- Coordinate cross-functional work across communications, research, political outreach, policy, and organizing teams.

You understand that transformational policy victories require more than strong campaigns—they require trusted relationships, durable coalitions, and sustained political organizing.
You are equally comfortable meeting with national labor leaders, civil rights organizations, faith organizations, members of Congress, state legislative leaders, philanthropic partners, grassroots organizers, and campaign professionals. You know how to build trust across institutions, navigate complex political dynamics across partisan divides, and unite organizations behind a shared vision.
You thrive in environments where the goal is not simply to win a campaign, but to build a lasting movement.
DC-based candidates are ideal.
Preferred Qualifications
- Based in the DC area.
- 15+ years of senior political, advocacy, organizing, coalition-building, or movement leadership experience.
- Significant experience leading national or multi-state coalitions or campaigns resulting in significant legislative or policy victories..
- Deep relationships across civil rights organizations, labor unions, democracy reform organizations, advocacy groups, political committees, and allied institutions.
- Significant experience working with Congress, congressional leadership, campaign committees, presidential campaigns, or national political organizations.
- Deep understanding of federal legislative strategy and electoral politics.
- Experience with cross-partisan or right-of-center organizations or leaders.
- Demonstrated success building broad coalitions that have achieved significant legislative, electoral, or policy victories.
- Exceptional political judgment and stakeholder management skills.
- Outstanding facilitation, negotiation, and consensus-building abilities.
- Familiarity with campaign finance regulations (C3/C4 compliance).
- Experience managing senior staff and cross-functional teams.
- Excellent public speaking and written communication skills.
- A deep commitment to strengthening American democracy and advancing representative government.

Compensation Details:
The salary range is $185,000-$285,000. A person with fewer years of work experience living in a lower-cost metro area will earn in the bottom third of that range, while a person with more years of experience living in a higher-cost location will earn in the middle third of the range. The highest end of the range reflects the most work experience, the highest-cost metro areas, and more years at the Proportional Representation Hub.
