POSITION SUMMARY:

We are looking for a senior Release Train Engineer (RTE) to support Enterprise Intelligence and Data Solutions (EIDS) as part of BCG Federal's Workforce 3.0 managed solution for the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS). The RTE will serve as the servant leader and chief Scrum Master / Team Coach for an EIDS Agile Release Train (ART), owning the ART operating rhythm and helping multiple technical and product teams plan, coordinate, execute, and improve together.

This role will lead PI Planning and ART-level execution; facilitate ART Syncs, iteration reviews, System Demos, Inspect & Adapt and related events; manage risks, impediments, dependencies, and escalation paths; coach Scrum Masters / Team Coaches, Product Owners, Product Management, and delivery teams; and maintain transparent delivery information in Azure DevOps (ADO). The RTE will work closely with EIDS Government leads, the Solution Train Engineer (STE), peer RTEs, DSO / SAFe implementation resources, Product and Platform leaders, BCG, and other contractor teams.

EIDS operates a large, technically diverse federal health-data portfolio spanning data, analytics, cloud, application, cybersecurity, and integration capabilities. Success in this role means a well-run ART with clear PI objectives, predictable execution, visible dependencies and risks, strong team-level Agile discipline, useful delivery metrics, and trusted relationships that enable issues to be resolved quickly without relying on direct authority.

JOB RESPONSIBILITIES:

Lead ART planning, cadence, and execution

• Own end-to-end readiness and facilitation for PI Planning, including planning calendars, agendas, capacity inputs, backlog and feature readiness, dependency identification, risk preparation, planning materials, invitations, and post-event outputs.
• Facilitate ART-level events and operating rhythms, including ART Sync / Scrum of Scrums, Product Owner or product-management synchronization as appropriate, iteration reviews and demos, System Demos, Inspect & Adapt, PI reviews, and other execution forums required by the ART.
• Coordinate iteration and PI start, execution, review, and closeout so objectives, features, milestones, capacity, dependencies, and team commitments are documented, understood, and actively managed.
• Maintain ART calendars, rosters, working agreements, planning resources, and documentation so teams and stakeholders have a consistent source of truth for how the ART operates.

Manage risks, dependencies, impediments, and delivery health

• Continuously monitor ART progress against PI objectives and delivery commitments; identify variance early and facilitate recovery actions before issues become critical.
• Identify, visualize, and drive resolution of cross-team dependencies, risks, impediments, and decision points; establish owners and due dates and escalate unresolved systemic issues to the STE / Solution Train or Government leadership at the appropriate level.
• Use ADO, ART events, delivery metrics, team input, and qualitative signals to create an accurate view of delivery health, flow, capacity, risk, and emerging constraints.
• Coordinate with peer RTEs and the Solution Train on cross-ART dependencies, shared services, technical sequencing, resource constraints, and high-visibility issues that affect EIDS-wide PI execution.

Coach teams and mature SAFe adoption

• Coach Scrum Masters / Team Coaches, Product Owners, Product Managers, and team members in practical SAFe and Lean-Agile execution, with particular emphasis on facilitation, backlog readiness, flow, dependency management, and continuous improvement.
• Observe team and ART events, provide targeted coaching, and step in to facilitate team-level ceremonies when necessary to maintain continuity while building the capability of the permanent team facilitator.
• Partner with DSO / SAFe implementation resources to mature ART practices, standardize effective ways of working, support ART launch or reset activities, and create reusable guidance or training for EIDS personnel.
• Use retrospectives, Inspect & Adapt, delivery metrics, and recurring execution patterns to identify root causes and drive measurable improvement actions into subsequent iterations and PIs.

Maintain ADO discipline, reporting, and delivery transparency

• Maintain strong working knowledge of Azure DevOps Boards and related Agile lifecycle capabilities, including backlog hierarchy, features and user stories, iteration paths, dependencies, dashboards, queries, and reporting.
• Drive accurate and timely work-item updates so ADO reflects the true state of the ART and can support planning, leadership reporting, dependency management, and forecasting.
• Develop or support ADO training, adoption guidance, dashboards, status views, KPI / delivery data pulls, and other lightweight analytics that help teams and leaders make decisions.
• Translate ART performance into concise Government- and executive-ready updates covering progress, risks, blockers, dependencies, decisions required, and actions underway.

Align Government, product, technical, and contractor stakeholders

• Build productive working relationships with EIDS Government leads, Product and Platform leaders, technical leads, Scrum Masters, Product Owners, BCG, subcontractors, and adjacent ARTs.
• Facilitate difficult conversations and conflict resolution when teams have competing priorities, unclear ownership, constrained capacity, or differing delivery approaches; keep discussions focused on mission outcomes and delivery evidence.
• Represent the ART in RTE Syncs, Solution Train Syncs, portfolio / platform forums, and other cross-EIDS coordination meetings, bringing forward actionable risks, dependencies, decisions, and lessons learned.
• Support ART-specific operating needs such as product or platform documentation, KPI collection, contract-transition / onboarding activities, SAFe training, and other delivery-enablement tasks when required by the assigned EIDS domain.

BASIC JOB REQUIREMENTS:

• 5+ years of experience in Agile delivery, Scrum Mastery, technology program delivery, product delivery, or enterprise transformation, including 2+ years operating as an RTE, Senior Scrum Master, Agile Program Manager, Delivery Lead, or comparable multi-team Agile leader.
• Demonstrated hands-on experience planning and leading PI Planning and ART-level events across multiple teams, with direct responsibility for execution follow-through, dependencies, risks, impediments, and stakeholder alignment.
• Demonstrated experience coaching Scrum Masters / Team Coaches, Product Owners, Product Management, technical leads, and delivery teams and improving execution through influence rather than direct authority.
• Strong hands-on experience with Azure DevOps Boards or a comparable Agile lifecycle management platform; ADO experience is strongly preferred for this role.
• Working understanding of complex technology-delivery environments such as data platforms, data integration, cloud services, cybersecurity, software / application delivery, analytics, DevSecOps, or shared platform services.
• Prior federal, DoD, or other highly regulated technology-program experience; DHA / PEO DHMS / EIDS / Military Health System or closely comparable federal health IT experience is highly preferred.
• Bachelor's degree in Business, Information Systems, Computer Science, Engineering, Project Management, Health Administration, or a related field; relevant advanced degree is a plus.
• SAFe certification such as Release Train Engineer (RTE), SAFe Practice Consultant (SPC), SAFe Scrum Master / Advanced Scrum Master, or Leading SAFe is preferred; RTE or SPC certification is strongly preferred.
• Strong Microsoft Office and Teams skills and the ability to produce clear planning materials, status reporting, training resources, and executive-ready communications.
• U.S. citizenship and ability to obtain and maintain the DHA suitability, Common Access Card (CAC), Public Trust, and system access required for the assigned work.
