SUMMARY: The Special Education Local & State Testing Coordinator is responsible for overseeing and coordinating all special education-related local and state assessment processes to ensure compliance with federal, state, district, and testing program requirements. This position serves as the primary point of contact for special education testing accommodations, assessment participation decisions, testing escalations, and specialized testing supports. The position collaborates closely with Special Education Compliance staff, campus administrators, counselors, data teams, testing personnel, and families to ensure students with disabilities receive appropriate testing accommodations and equitable access to assessments while maintaining testing integrity and compliance.

ESSENTIAL FUNCTIONS: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.

Special Education Assessment Coordination

• Serve as the primary point of contact for all special education state and district-wide testing accommodations.
• Manage and monitor testing accommodations for district assessments, TELPAS, STAAR, EOCs, and other state-required assessments.
• Address and resolve escalations related to testing accommodations from parents, administrators, teachers, and testing personnel.
• Respond to parent concerns and inquiries regarding state testing participation, accommodations, and testing procedures.
• Support the Special Education Compliance Team with complex ARD committee decisions and unique accommodation needs.
• Provide ongoing support to Academic Testing Coordinators, Campus Operations staff, and campus administrators throughout all testing windows.
• Manage and coordinate at-home testing requests and documentation.
• Submit and track testing irregularities involving accommodations during active testing windows.
• Review and monitor testing participation decisions to ensure appropriate implementation and compliance.

Accommodation Management and Compliance

• Monitor initial ARDs to ensure timely communication and implementation of testing accommodations.
• Monitor pending Transfer Student Agreements (TSAs) and students with pending records to ensure accommodations are implemented without delay.
• Review all supplemental aids and accommodations for compliance with Texas Education Agency (TEA) guidelines.
• Review pending TEA-approved accommodation requests and collect required supporting documentation.
• Coordinate submission of ARFs to the State Testing Manager.
• Communicate TEA accommodation decisions to IEP teams and families.
• Ensure all accommodations are appropriately reflected in Frontline, TestHound, and related testing systems.
• Verify accommodations are documented for all applicable assessments and subject areas.

Audit, Monitoring, and Quality Assurance

• Conduct routine audits of special education testing data and records.
• Verify accurate entry of state testing information into Frontline.
• Ensure all active special education students are accounted for within applicable reporting systems.
• Review accommodation documentation for compliance with state testing requirements.
• Maintain records of discrepancies, compliance concerns, and accommodation errors identified during audits.
• Collaborate with the Special Education Compliance Team to ensure required IEP amendments are completed promptly.
• Monitor and follow up on identified IEP amendments related to testing participation and accommodations.
• Verify Participation Sufficient decisions are supported by appropriate ARD documentation.

Specialized Testing Support Coordination

• Maintain tracking systems for students requiring printed testing materials.
• Coordinate submission of printed material requests to the State Testing Manager by designated deadlines.
• Maintain tracking systems for students requiring unique accommodations, including:
  • Service animals
  • Spanish STAAR assessments
  • Assistive technology devices
  • TEA-approved accommodations
  • Significant health supports
  • Nursing assistance
  • Other individualized accommodations
• Communicate student-specific testing needs to assigned testing sites prior to testing windows.
• Maintain tracking systems for students requiring CPI-trained support staff during testing.
  • Coordinate testing schedules to ensure appropriate staff coverage and support.
  • Communicate finalized testing schedules to all relevant testing sites.

Documentation and Resource Management

• Upload and maintain testing-related resources and documentation in designated Microsoft Lists and district systems.
• Ensure required testing resources are available and organized, including:
  • Supplemental aids
  • Multiplication charts
  • Graphic organizers
  • Behavior Intervention Plans (BIPs)
  • Health Accommodation Action Plans
• Maintain accurate documentation and records related to accommodation implementation and testing support services.
• Track and monitor accepted EOC performance decisions from previous and current ARD committees.

Collaboration & Compliance

• Ensure all assessment processes comply with TEA guidelines, district procedures, and special education regulations.
• Partner with the Special Education Compliance Team to address complex testing situations and compliance concerns.
• Collaborate with the State Testing Manager regarding accommodation requests, testing irregularities, and procedural guidance.
• Support the implementation of compliance corrective actions as needed.
• Maintain confidentiality and security of all student assessment information and testing materials.
• Ensure testing practices align with state test security requirements and ethical standards.

Stakeholder Communication, Training & Resource Development

• Serve as the primary liaison between families, school personnel, and testing teams regarding special education testing matters.
• Provide guidance and support to parents concerning testing accommodations and participation decisions.
• Facilitate communication between IEP teams, counselors, testing coordinators, and campus administrators.
• Develop and maintain testing resources, guidance documents, and procedural materials.
• Provide training and technical assistance regarding accommodations, testing procedures, and compliance expectations.
• Communicate testing schedules, accommodation requirements, and updates to relevant stakeholders.

Data & Monitoring

• Generate and maintain accommodation reports using Frontline and other district data systems.
• Develop and maintain accommodation tracking spreadsheets and monitoring tools.
• Utilize reporting systems to identify discrepancies and monitor implementation of accommodations.
• Monitor TELPAS Change Request Rosters and accommodation uploads throughout testing windows.
• Generate accommodation reports for the Data Team to support TestHound uploads.
• Monitor Participation Sufficient decisions and update EOC rosters throughout testing cycles.
• Track newly identified Special Education and Emergent Bilingual students for accommodation implementation.
• Analyze testing data and compliance trends to identify areas for improvement.

Collaboration Across Teams

• Collaborate with Special Education Compliance staff to ensure accurate documentation and compliance.
• Partner with lead counselors to monitor graduation requirements and EOC completion for seniors.
• Support campus administrators and testing coordinators during all assessment windows.
• Work closely with the Data Team to ensure accurate accommodation uploads and testing system updates.
• Collaborate with nurses, related service providers, assistive technology specialists, and CPI-trained staff to facilitate student testing needs.
• Coordinate with ARD committees and educational teams regarding participation decisions and accommodation implementation.
• Serve as a resource for district and school personnel regarding special education assessment requirements.

Supervisory Responsibilities: This position has no formal supervisory responsibilities.

MINIMUM REQUIRED QUALIFICATIONS:

• Bachelor’s degree in Education, Special Education, Educational Leadership, Counseling or related field
• Three (3) years of experience in Special Education services, compliance, assessment coordination, or related educational roles.
• Experience participating in ARD/IEP processes and accommodation planning.

• Ability to travel 25% of the time

DESIRED QUALIFICATIONS:

• Experience with state assessment administration and testing compliance preferred.
• Experience utilizing educational data systems, student information systems, and accommodation tracking tools.
• Experience providing staff training and technical assistance.
• Counseling certification.
• CPI certification or familiarity with Crisis Prevention Intervention practices.
