Who You Are:

Reporting to the Vice President of Pricing & Cost Strategy, the GovConPricing Manager role requires proactive management, functional accountability, and is expected to perform the duties and responsibilities of this position with a strong commitment to enterprise collaboration, compliance, accountability, and measurable business results.

Versar operates globally in government contracting and commercial markets, including remote, complex, and austere environments. This position requires sound judgment, analytical precision, adaptability, integrity, and the ability to execute pricing models for varied geographies, contract types, customer requirements, regulatory regimes, risk profiles, and operating conditions.

What You’ll Do:

• Manages day-to-day pricing operations, pricing strategy and cost volume delivery across enterprise task orders, modifications, recompetes, and strategic new business opportunities.
• Develops complete pricing packages, including complex excel cost models, cost narratives and compliant government pricing deliverables.
• Develops, customizes, and executes robust, flexible and consistent Excel-based pricing models tailored to specific RFP evaluation criteria and contract types (FFP, CPFF, CPAF, T&M).
• Executes the use of established pricing tools, templates, data sources, pricing repositories, and review standards to maintain consistency and accuracy across cost proposal actions.
• Implements established pricing governance, review processes, and approval standards.
• Ensures full compliance with Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), DCAA/DCMA audit expectations, and company policies.
• Partners with Business Development, Capture, Operations, Contracts, Procurement, and Finance to develop winning pricing strategies aligned with proposed technical solutions and executable cost models.
• Coordinates with other Functional departments to obtain the necessary data required to develop compliant and competitive cost proposals.
• Participates in capture strategy development, color team reviews, executive reviews, and senior management discussions as required.
• Develops pricing strategies using parametric cost modeling, competitor intelligence, customer knowledge, historical pricing data, and operational input.
• Conducts detailed cost analysis covering labor rate analyses, competitor pricing assessments, cost realism evaluations, and subcontractor price assessments.
• Provides high-level analysis of competitor rates, teammate pricing, indirect rates, labor categories, and bid assumptions.
• Drafts comprehensive pricing narratives and Basis of Estimate (BOE) documentation that clearly justify pricing methodologies to government evaluators.
• Mitigates financial and execution risk by identifying margin sensitivities, currency/tax exposures in austere regions, escalation variables and delivery assumptions.
• Supervises, mentors, and develops mid-level and junior pricing analysts, ensuring baseline modeling quality, adherence to schedules, and standardized format utilization.
• Facilitates management reviews, presenting gross margin rollups, pricing scenarios, risk analyses, and cash flow impacts to senior business unit leaders.
• Coordinates with Operations to ensure proposed staffing, level of effort, subcontracting, travel, materials, indirect rates, and margin assumptions are realistic and executable.
• Reviews BOE documentation, subcontractor and teammate inputs, cost volumes, pricing narratives, and compliance matrices for quality and consistency.
• Advises senior leadership on pricing risk, margin impact, contract type considerations, and investment decisions.
• Performs cross-reviews of team pricing proposals to guarantee error-free submissions and compliance with FAR, DFAR, and CAS.
• Maintain strict data custody over sensitive, proprietary, and competitive intelligence files within secure enterprise pricing repositories.
• Ensures all cost proposals and supporting documentation are appropriately documented and stored within secure enterprise pricing repositories.
• Performs other duties as directed by the Vice President of Pricing & Cost Strategy or other functional leadership.

What You’ll Bring:

• 8+ years of experience in federal proposal pricing.
• 2+ years of direct supervisory or team lead experience overseeing or mentoring pricing analysts.
• Bachelor’s degree in finance, Accounting, Business Administration, Economics, Engineering, or related field preferred.
• Advanced Excel proficiency with demonstrated capability to build and maintain dynamic cost models that strictly adhere to FAR, CAS, and DCAA/DCMA audit standards and internal company policies.
• Advanced proficiency in Microsoft Word and PowerPoint.
• Experience leading pricing for large, complex federal cost proposals, task orders, IDIQ vehicles, recompetes, and contract modifications.
• Experience supporting pricing strategy for large-scale IDIQs, GWACs, MACs, task order competitions, recompetes, and strategic pursuits.
• Deep familiarity with FAR, CAS, DCAA, DCMA, GAO, and related government contracting compliance requirements.
• Deep familiarity with the Truthful Cost or Pricing Data requirements.
• Demonstrated experience with FFP, CPFF, CPAF, T&M, cost-reimbursable, and IDIQ contract types.
• Strong understanding of indirect rate structures, cost centers, labor category mapping, cost realism, subcontractor pricing, and cost proposal compliance.
• Strong written and verbal communication skills, including the ability to translate complex pricing and financial matters into clear recommendations for non-pricing stakeholders.
• High degree of business judgment, integrity, discretion, and ability to operate effectively in a fast-paced environment.
• Ability to manage multiple bids simultaneously under aggressive timelines while maintaining exceptional attention to detail.
• Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
• Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
• Comply with company drug and alcohol policy.
• Be authorized to work in the US or will be authorized by the successful candidate’s start date.

Compensation

Expected Salary: $140,000/yr - $175,000/yr

Versar Global Solutions provides the compensation range and general description of other compensation and benefits that the Company in good faith believes it might pay and/or offer for this position based on the successful applicant’s education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, state, or federal law.

Location Requirements

This position will primarily be remote. Preference will be given to candidates who can commute to one of Versar's offices.
