The GIS Specialist’s primary responsibility is to assist with the day-to-day technical activities for GIS production projects. Typically, these projects are scoped and designed by the GIS Consulting, Management, and Business development teams and handed off to the project team for execution. The Project Specialist’s responsibilities will include assigning tasks to the project team, progress tracking, technical documentation, training the GIS production team, and performing higher level GIS tasks for pipeline GIS projects.

Duties and Responsibilities:

Project Duties:

• Responsible for leading or assisting with the day-to-day technical coordination for GIS projects

• Conduct technical workshops (data modeling, migration/conversion, etc.)
• Meeting with client management and technical teams
• Assisting with creating and giving presentations to clients
• Document technical practices required for project needs.
• Oversee GIS project team for one or multiple projects
• Manage and maintain project status and progress
• Communicate issues to project and technical management teams
• Quality control for GIS project data
• Review project proposals, technical documents as needed
• Interfacing with client for technical project requirements
• Providing and developing technical procedures for project execution
• Completes other duties, as assigned.

Other Duties:

• Participating in industry committees
• Leads, designs, develops and deploys business intelligence initiatives internally and externally (PowerQuery, Tableau, Python, PowerBI)
• Primary technical lead for all aspects of developing schedule, scope, and budget for all project bids and RFP responses.
• Other duties as assigned.

Knowledge, Skills, and Abilities:

• Deep understanding of GIS principles, practices, and technologies.
• Strong knowledge of industry data models (PODS, UPDM, UNET)
• Strong knowledge of cartography and geospatial data visualization techniques.
• Awareness of national and local regulations affecting land use, planning, and environmental assessments.
• Knowledge of project management and coordination practices, resource allocation, and budgeting.
• Proficiency in use of Microsoft suite of products: Word, Excel, etc.
• Strong oral, written, interpersonal skills with the ability to clearly present technical information.
• Strong administrative skills such as planning, scheduling, and creating effective processes.
• Skills in developing and maintaining strong collaborative relationships with business partners, clients, and stakeholders.
• Ability to focus on different tasks and challenges, while maximizing time, resources and energy to achieve desired outcomes, goals or expectations.
• Ability to learn and understand 3rd party pipeline applications required for client implementations.
• Ability to collaboratively define and articulate clear priorities.
• Ability to provide leadership for and manage a team.

Education and Experience:

• Bachelor’s degree in geographic information systems (GIS), Engineering, or Business Management or equivalent relevant technical experience.
• Required experience with:
  • 4-6 years ArcGIS/GIS experience with emphasis in geoprocessing tasks
  • Languages:, Python, SQL
  • Extensive ESRI-suite knowledge
  • ArcPro 3.1 or higher
  • Advanced geoprocessing
  • Modelbuilder/ArcToolbox
  • ArcSDE
  • In-depth knowledge of pipeline GIS practices, including
  • Linear Referencing (Esri APR toolset)
  • FME Design
  • Data modeling best practices
  • Proficiency in use of Excel s and other Microsoft Office products.
  • Able to lead others in varied and complex tasks.
  • Ability to demonstrate initiative and assertiveness, the ability to plan and manage work in an efficient manner, and the ability to work well under stress and time pressures.
  • Understanding of PODS and UPDM data models
  • Understanding the utility sector as well as the midstream sector

Communication Skills:

Duties are performed in an office environment.

• Ability to explain “why” and “how” to do something within a broader organizational focus.
• Ability to design and perform tasks required for pipeline GIS projects
• Ability to communicate and train GIS staff on technical requirements for a given GIS project
• Technical writing
  • Ability to write and lead the development of effective technical reports.
  • Ability to write clearly, using appropriate grammar and punctuation.
  • Familiarity to write documents such as database dictionary, logical diagrams, business processes and proposal documents

People Skills:

• Ability to interact with all levels of employees and management.
• Ability to work with management and other members of GIS Consulting team to provide the best project for our client.
• Ability to effectively lead and train others.
• Expected travel is less than 20%
• Team oriented.

Additional:

• Must possess a valid driver's license and clean driving record.
• Must be mobile and able to work in various locations in the United States.
