Federal Agreements Specialist

Overview

Lynker is seeking a Federal Agreements Specialist to provide remote support to the Business Operations Division within NOAA’s National Ocean Service (NOS). This position supports the development, coordination, administration, financial tracking, and close-out of federal agreements that enable NOAA programs to accomplish their missions.

The ideal candidate has experience with Interagency Agreements (IAAs), reimbursable agreements, G-Invoicing, MOUs/MOAs, or related federal funding and partnership mechanisms. Candidates with broader federal acquisition, contracting, grants, or financial management experience that includes agreement administration are also encouraged to apply.

Responsibilities

• Manage and coordinate Interagency Agreements (IAAs), reimbursable agreements, MOUs, MOAs, and other federal partnership or funding agreements throughout their lifecycle, including planning, development, execution, administration, modification, reconciliation, and close-out.
• Develop and maintain an Annual Agreements Plan and other tracking tools that provide real-time visibility into agreement status, funding, milestones, required actions, periods of performance, and close-out activities.
• Prepare agreement packages and coordinate required programmatic, administrative, financial, legal, allotment, and management reviews and approvals.
• Support G-Invoicing activities and workflows, including agreement documentation, coordination between trading partners, tracking, reconciliation, and issue resolution.
• Coordinate with NOAA program offices, financial personnel, contracting and grants staff, counsel, leadership, and external federal partners to advance agreement actions and resolve outstanding issues.
• Review agreements and supporting documentation for completeness, consistency, funding accuracy, and compliance with NOAA and federal requirements.
• Monitor active agreements and proactively identify upcoming actions involving funding, modifications, renewals, billing, reconciliation, expiration, or close-out.
• Research and resolve discrepancies involving agreement documentation, funding, invoicing, or status in coordination with appropriate stakeholders.
• Develop and improve trackers, templates, SOPs, checklists, and standardized workflows to strengthen agreement management, efficiency, and internal controls.
• Prepare agreement status reports, data-call responses, briefings, and other documentation for program and leadership use while maintaining organized, audit-ready agreement records.
• Provide limited business operations support, including purchasing/procurement coordination and other administrative or financial activities as needed.

Qualifications

• Bachelor’s degree and at least 4 years of relevant experience, or a high school diploma and at least 8 years of relevant experience supporting federal agreements, acquisition, contracts, grants, financial management, or related federal business operations.
• Experience with Interagency Agreements, reimbursable agreements, MOUs/MOAs, federal contracts/acquisition, grants/cooperative agreements, or similar federal funding mechanisms.
• Experience managing multiple actions and accurately tracking funding, documentation, deadlines, approvals, and status through completion.
• Strong proficiency with Microsoft Excel and/or Google Sheets and experience developing or maintaining agreement, financial, or procurement tracking tools.
• Demonstrated ability to independently research issues, coordinate with multiple stakeholders, and move complex administrative actions toward resolution.
• Strong written and verbal communication skills and experience working with federal government personnel and cross-functional teams.
• Experience with G-Invoicing and federal IAA/reimbursable agreement processes is highly desired.
• Previous NOAA or Department of Commerce experience is highly desired but not required.
