RCS is seeking a Budget and Acquisition Support Analyst to support the U.S. Department of the Treasury's Treasury Enterprise Network Services (TENS) Program Management Office under the Information Technology and Financial Management Support Services (ITFMSS) BPA. This role supports the acquisition and financial management functions required to operate and modernize Treasury's enterprise network services, with a particular focus on budget forecasting, financial analysis, acquisition support, cost and pricing validation, and program reporting.

The Systems Architect will work across Treasury program, technical, acquisition, financial, and vendor stakeholders to translate service requirements and modernization activities into accurate forecasts, funding and acquisition actions, and decision-ready information. The role also evaluates existing business processes and requirements and helps establish improved, repeatable approaches for managing TENS financial and acquisition activities.

This position requires the candidate to meet specific Security Clearance obligations to telework from the Washington DC area.

What you will do:

• Support TENS PMO budget and financial management activities, including forecasting, budget formulation and execution tracking, funding analysis, financial and position reporting, and updates to recurring budget-management products.
• Develop, maintain, and coordinate acquisition and procurement artifacts, including service requests, cost estimates, acquisition documentation, vendor quote reviews, proposal-evaluation support, procurement trackers, and supporting documentation for network and shared-service requirements.
• Analyze pricing, cost, invoice, usage, funding, and vendor data to identify variances, validate proposed costs, support budget reviews and interagency agreement activities, and improve the accuracy of program forecasts and financial decisions.
• Coordinate with Treasury OCIO/TCSC program offices, bureau stakeholders, acquisition and contracting personnel, financial-management teams, technical SMEs, and service providers to move requirements from planning and intake through funding, acquisition, and execution.
• Maintain dashboards, trackers, SharePoint records, process documentation, forecasts, and recurring status reports while identifying opportunities to improve acquisition, budgeting, forecasting, and financial-management workflows, controls, and traceability.
• Remote, with the ability to support periodic onsite meetings or client activities at U.S. Department of the Treasury facilities in Washington, DC, as required. The candidate must be able to support normal Eastern Time business hours and collaborate with Treasury stakeholders and distributed program personnel.
• Up to 10% travel, primarily for local client meetings or program activities in the Washington, DC metropolitan area.

Required Qualifications/Education:

• Clearance: Ability to obtain and maintain High Public Trust (Tier 4) suitability.

• U.S. Citizenship required (NO EXCEPTIONS)

• Master’s degree in Information Technology, Computer Science, Engineering, Business, Finance, or a related field is required.
• Ten or more (10+) years of relevant professional experience supporting complex IT programs, enterprise services, systems analysis, financial management, acquisition support, program management, or related functions.
• Demonstrated experience supporting federal IT acquisition and financial-management processes, such as budget formulation or execution, forecasting, cost estimating, cost validation, funding tracking, acquisition packages, procurement actions, contract administration, or vendor management.
• Strong analytical skills with demonstrated ability to evaluate operational and financial information, identify variances or risks, reconcile information from multiple sources, and translate findings into clear forecasts, reports, recommendations, and management decisions.
• Experience working within or alongside a federal OCIO, IT PMO, infrastructure organization, enterprise shared-service environment, or similarly complex technology organization, with the ability to coordinate effectively across technical and business functions.
• Strong written and verbal communication skills with the ability to work directly with government stakeholders, technical teams, acquisition and financial personnel, vendors, and program leadership.
• Proficiency with Microsoft Excel, Word, PowerPoint, SharePoint, and Teams, including the ability to develop and maintain financial trackers, analyses, executive-level reporting, process documentation, and collaborative repositories.

Nice to Have Qualifications:

• Advanced degree in Information Technology, Information Systems, Engineering, Business, Finance, Accounting, Acquisition Management, Public Administration, or another relevant discipline.
• Previous experience supporting the Department of the Treasury, Treasury OCIO/TCSC, TENS, another federal enterprise network program, or a comparable government shared-services environment.
• Familiarity with federal IT governance and financial-management disciplines such as CPIC, Technology Business Management (TBM), interagency agreements, budget formulation, and budget execution.
• Experience supporting enterprise telecommunications, network, cloud, or shared-service cost models, including vendor pricing, service plans, invoice validation, service-level credits, utilization analysis, or recurring cost forecasting.
• Familiarity with federal acquisition tools and processes such as PRISM, and/or relevant certifications such as FAC-COR, FAC-C, PMP, ITIL, or comparable acquisition, program-management, or IT-service-management credentials.
