Position Summary

The Project Manager / Business Analyst / Scrum Master is a cross-functional OBIWAN delivery role that bridges program management, business requirements, Agile execution, Oracle business-intelligence reporting, user support, and quality assurance. The position supports the designated OBIWAN Program Manager by maintaining assigned plans and schedules, preparing customer-facing Program Management Review materials, facilitating Agile/Scrum activities, eliciting and documenting requirements, coordinating solution design with FAA business owners and the technical team, supporting Oracle Analytics/OBIEE reporting, monitoring production data, triaging ServiceNow tickets, and planning and executing functional, performance, and load testing.

OBIWAN is an FAA financial management and reporting platform overseen by the Capital Systems Branch (ABP-330) within the Office of Capital Budgets (ABP-300). It uses Oracle Analytics and related technologies to integrate and report data from FAA source systems including Delphi and PRISM. This position must translate business needs into controlled, testable technical requirements while helping the OBIWAN team sustain reliable daily operations and responsive user services.

This role may lead assigned workstreams, requirements, ceremonies, demonstrations, and deliverable development; however, it does not replace the contract-designated OBIWAN Program Manager unless ProSol formally assigns that authority.

This position is not expected to have formal direct reports unless separately assigned by ProSol. It provides functional leadership to the Scrum team and assigned workstreams, facilitates collaboration, clarifies requirements and priorities, and coordinates activities across business and technical personnel. Personnel management, contractual authority, and overall task-order accountability remain with the designated OBIWAN Program Manager unless otherwise assigned in writing.

Work Environment and Physical Requirements

Work is primarily performed in a remote office or Contractor facility using Government-furnished and company-provided technology. The role requires extended computer use, frequent virtual meetings, preparation and review of detailed documents and data, and sustained attention to time-sensitive operational and customer-support activities. The employee must be able to participate in scheduled FAA meetings and, when assigned, support early-morning operational windows associated with OBIWAN data processing. Occasional travel may be required. Reasonable accommodations may be provided in accordance with applicable law and ProSol policy.

Position Description Basis and Notes

This position description is based on the awarded OBIWAN Statement of Work, ProSol's final technical and price proposals, the FAA Questions and Answers, and the incumbent employee's task inventory provided to ProSol. The contract explicitly supports program management, Agile software development, data integration/reconciliation, reporting, testing, and user services. The employee task inventory further identifies Balsamiq mockups, SAFe practices, Lunch and Learn facilitation, BRD/FRD development, and hands-on OBIEE dashboard/report work; these items are retained as role-specific operational responsibilities because they support the awarded scope.

Recommended labor-category mapping is VETS2 Labor ID 173, Senior Computer Programmer, because the awarded price model includes one Senior Computer and Information Systems Manager for the designated Program Manager and four Senior Computer Programmer FTEs for the remaining technical scope. ProSol Contracts/Finance should confirm the billing category for the selected employee before assignment.
