Position Summary

The Project Manager / Business Analyst / Scrum Master is a cross-functional OBIWAN delivery role that bridges program management, business requirements, Agile execution, Oracle business-intelligence reporting, user support, and quality assurance. The position supports the designated OBIWAN Program Manager by maintaining assigned plans and schedules, preparing customer-facing Program Management Review materials, facilitating Agile/Scrum activities, eliciting and documenting requirements, coordinating solution design with FAA business owners and the technical team, supporting Oracle Analytics/OBIEE reporting, monitoring production data, triaging ServiceNow tickets, and planning and executing functional, performance, and load testing.

OBIWAN is an FAA financial management and reporting platform overseen by the Capital Systems Branch (ABP-330) within the Office of Capital Budgets (ABP-300). It uses Oracle Analytics and related technologies to integrate and report data from FAA source systems including Delphi and PRISM. This position must translate business needs into controlled, testable technical requirements while helping the OBIWAN team sustain reliable daily operations and responsive user services.

This role may lead assigned workstreams, requirements, ceremonies, demonstrations, and deliverable development; however, it does not replace the contract-designated OBIWAN Program Manager unless ProSol formally assigns that authority.

Essential Duties and Responsibilities

• Maintain and update assigned portions of the OBIWAN Project Management Plan (PMP), integrated schedule, deliverable tracker, milestones, dependencies, and timelines; ensure changes are traceable to contract requirements and coordinated with the Program Manager.
• Prepare customer-ready Program Management Review (PMR) presentations, status summaries, demonstrations, action-item updates, risks, decisions, and supporting materials for FAA leadership and program stakeholders.
• Analyze the Statement of Work (SOW), task requirements, deliverables, and approved changes; translate contract requirements into actionable work items, requirements, acceptance criteria, schedules, and team assignments.
• Facilitate Agile/Scrum execution within the OBIWAN team, including sprint planning, backlog refinement, daily coordination, demonstrations/reviews, retrospectives, impediment tracking, and alignment with SAFe or FAA-approved Agile practices.
• Elicit and analyze requirements from FAA business owners, users, and internal organizations through interviews, workshops, brainstorming sessions, working sessions, and document reviews.
• Develop and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), functional specifications, use cases, process flows, conceptual models, data models, acceptance criteria, requirements traceability, and related analysis artifacts.
• Coordinate with FAA business owners, OBIWAN developers, database/data-integration personnel, infrastructure staff, security stakeholders, and other authorized organizations to define practical solutions that satisfy functional and technical needs.
• Evaluate proposed customizations and enhancements for feasibility, dependencies, functional fit, technical limitations, data impacts, performance implications, user impacts, and operational risk; identify potential issues before development or release.
• Create wireframes and mockup screens using Balsamiq or comparable tools; present proposed user experiences and workflows to FAA stakeholders and the development team to validate requirements before implementation.
• Guide the technical team on approved customizations and enhancements by clarifying business rules, screen behavior, report logic, data needs, workflows, and acceptance criteria throughout development and testing.
• Document functional design for OBIWAN portals, reports, dashboards, and business processes; maintain clear, current documentation that supports configuration management, testing, user support, knowledge transfer, and future maintenance.
• Perform business and data analysis using OBIWAN data and FAA source-system information; identify data-quality issues, inconsistencies, trends, reconciliation concerns, and reporting impacts.
• Create, modify, validate, and demonstrate dashboards and reports using Oracle Analytics Server (OAS)/OBIEE, including reporting based on Delphi and PRISM data and approved business requirements.
• Monitor production data, report execution, and operational results; promptly communicate errors, anomalies, or failed processing to the development/technical team and Program Manager, and support investigation through resolution.
• Support the contract's time-sensitive data-integration and reconciliation mission by monitoring issues that may threaten required daily processing and reconciliation deadlines and helping coordinate corrective action.
• Plan, document, and execute functional testing, regression testing, performance testing, and load testing for reports, dashboards, portal changes, and other OBIWAN enhancements; write test cases, expected results, defects, and test evidence.
• Support user acceptance testing and demonstrations; confirm that implemented solutions satisfy approved requirements and document gaps, defects, limitations, and recommended corrective actions.
• Triage, analyze, update, and respond to ServiceNow tickets; provide Tier 1/Tier 2 business-application support within role expertise, coordinate escalation to technical specialists when needed, and maintain accurate ticket documentation.
• Facilitate Lunch and Learn sessions, user working sessions, demonstrations, and other knowledge-sharing activities to improve adoption, resolve recurring issues, capture feedback, and reduce avoidable support demand.
• Maintain or contribute to knowledge-base content, user guidance, standard operating procedures, release notes, FAQs, and support documentation for software, reports, dashboards, business processes, and recurring issues.
• Participate in root-cause analysis, corrective-action planning, risk/issue tracking, lessons learned, transition/knowledge-transfer activities, and continuous improvement initiatives.
• Provide accurate inputs for Monthly Status Reports, Monthly O&M Reports, PMR materials, test plans, root-cause analyses, transition documents, and ad hoc FAA requests related to assigned work.
• Protect sensitive FAA financial, procurement, system, and user information; follow FAA security, privacy, access-control, configuration-management, records-management, and acceptable-use requirements.
• Perform other closely related duties required to sustain OBIWAN program performance and continuity within the authorized scope of the contract.

Required Technical and Professional Competencies

• Strong business-analysis skills, including requirements elicitation, process analysis, requirements decomposition, functional specification development, use cases, acceptance criteria, traceability, and stakeholder validation.
• Demonstrated Agile/Scrum facilitation experience, including backlog management, sprint ceremonies, impediment removal, stakeholder demonstrations, and coordination across business and technical teams.
• Working knowledge of SAFe Agile practices and the ability to adapt Agile methods to a federal production-support and maintenance environment.
• Hands-on experience with Oracle Analytics / OBIEE reporting, dashboards, report logic, prompts, filters, data validation, and business-intelligence user support.
• Strong understanding of enterprise data concepts, data analysis, conceptual/data modeling, source-to-report relationships, reconciliation, data quality, and testing.
• Experience preparing BRDs, FRDs, functional designs, process flows, wireframes/mockups, test plans, test cases, defect reports, user guidance, and executive-ready presentations.
• Experience with ServiceNow or comparable IT service-management tools for ticket triage, response, documentation, escalation, and closure.
• Ability to communicate effectively with executives, business owners, end users, developers, database engineers, system administrators, security teams, and program-management personnel.
• Strong facilitation, presentation, writing, organization, prioritization, analytical reasoning, and problem-solving skills.
• Ability to manage multiple concurrent requirements, tickets, testing activities, and deliverables while maintaining traceability, quality, and schedule discipline.

Minimum Education and Experience

• Bachelor's degree in information systems, computer science, business, data analytics, engineering, project management, or a related field. Directly relevant professional experience may substitute for a portion of the education requirement in accordance with ProSol policy.
• At least five years of progressively responsible experience in business analysis, project delivery, Scrum/Agile coordination, enterprise application support, business intelligence, or a closely related discipline.
• At least three years of experience eliciting and documenting requirements and coordinating solution delivery between business stakeholders and software-development teams.
• Demonstrated experience with enterprise reporting, analytics, data-driven applications, or financial/procurement systems; Oracle Analytics / OBIEE experience is strongly preferred.
• Demonstrated experience developing and executing functional test cases and participating in performance, load, regression, and user-acceptance testing.
• Experience supporting production applications and end users in a structured ticketing or service-management environment.

Preferred Qualifications

• Prior FAA, Department of Transportation, federal financial-management, acquisition, procurement, accounting, or budget systems experience.
• Experience with Delphi (Oracle Federal Financials), PRISM, Oracle Analytics Server, OBIEE, JIRA, Git, Jenkins, ServiceNow, SharePoint, Balsamiq, or comparable tools.
• Experience working on a 5-7 person Agile/Scrum team supporting a production enterprise application.
• Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), SAFe Agilist, PMI-PBA, CBAP, PMP, or comparable credential.
• Working knowledge of DevOps/DevSecOps, configuration management, release management, accessibility, cybersecurity, and federal system documentation requirements.

Contract and Operating Environment

• OBIWAN is an FAA financial management and reporting platform overseen by ABP-330 and supported through Program Management, Operations and Maintenance, Data Integration/Reconciliation, Security/Compliance, Reporting, and User Services Support activities.
• OBIWAN integrates data from FAA source systems including Delphi and PRISM. The contract requires time-sensitive data integration and reconciliation, proactive system monitoring, structured testing, documentation, and responsive user support.
• FAA has confirmed that the software-development lifecycle uses Agile methods and that the environment typically operates with one 5-7 person Scrum team.
• ServiceNow is the OBIWAN help-desk/ticketing platform. Contract escalation expectations are Tier 1 within three business days, Tier 2 within five business days, and Tier 3 within ten business days if unresolved.
• A Public Trust suitability determination is required. Work is primarily remote / at the Contractor facility; limited pre-approved travel may be required if technical issues require support at the FAA Enterprise Data Center.

Performance Expectations

• Requirements are complete, testable, traceable, approved by the appropriate stakeholders, and sufficiently detailed for development and acceptance.
• PMR materials, assigned PMP/schedule updates, status information, and other program artifacts are accurate, customer-ready, and delivered on time.
• Agile ceremonies are disciplined and useful; impediments, dependencies, risks, decisions, and action items are visible and actively managed.
• OBIEE/OAS dashboards and reports accurately reflect approved business rules and source data, with defects identified through structured testing before release when practicable.
• Production data issues and user tickets are triaged promptly, documented clearly, and escalated early enough to protect OBIWAN operational deadlines and service expectations.
• Testing evidence, functional documentation, user guidance, and knowledge-transfer materials remain current, reproducible, and audit-ready.
• Communications with FAA stakeholders are clear, professional, accurate, and within authorized contract scope.

Supervisory Responsibilities

This position is not expected to have formal direct reports unless separately assigned by ProSol. It provides functional leadership to the Scrum team and assigned workstreams, facilitates collaboration, clarifies requirements and priorities, and coordinates activities across business and technical personnel. Personnel management, contractual authority, and overall task-order accountability remain with the designated OBIWAN Program Manager unless otherwise assigned in writing.

Work Environment and Physical Requirements

Work is primarily performed in a remote office or Contractor facility using Government-furnished and company-provided technology. The role requires extended computer use, frequent virtual meetings, preparation and review of detailed documents and data, and sustained attention to time-sensitive operational and customer-support activities. The employee must be able to participate in scheduled FAA meetings and, when assigned, support early-morning operational windows associated with OBIWAN data processing. Occasional travel may be required. Reasonable accommodations may be provided in accordance with applicable law and ProSol policy.

Position Description Basis and Notes

This position description is based on the awarded OBIWAN Statement of Work, ProSol's final technical and price proposals, the FAA Questions and Answers, and the incumbent employee's task inventory provided to ProSol. The contract explicitly supports program management, Agile software development, data integration/reconciliation, reporting, testing, and user services. The employee task inventory further identifies Balsamiq mockups, SAFe practices, Lunch and Learn facilitation, BRD/FRD development, and hands-on OBIEE dashboard/report work; these items are retained as role-specific operational responsibilities because they support the awarded scope.

Recommended labor-category mapping is VETS2 Labor ID 173, Senior Computer Programmer, because the awarded price model includes one Senior Computer and Information Systems Manager for the designated Program Manager and four Senior Computer Programmer FTEs for the remaining technical scope. ProSol Contracts/Finance should confirm the billing category for the selected employee before assignment.
